X-Cell boosted every SPECIAL statistic (Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck) by 2 for two minutes. However, it is severely addictive, with a 35% chance of becoming addicted, which lowers all SPECIAL statistics by 1.
