”Wiggum is one of the Master's psykers in the Master's Lair beneath the Cathedral in Fallout.
Background
Wiggum is one of the semi-successful attempts at creating a psionic warrior, an electrokinetic-dominant psyker.[1] However, he is in the throes of irreversible depression and earns the moniker of a complete loser due to his resignation. He is fitted with a psychic nullifier to protect himself and others from his powers.
