A Mister Handy robot tending the bar at The Third Rail, Charlie has been programmed to use a Cockney dictionary and mannerisms when speaking. The little Union Jack on the hull and the bowler hat complete the ensemble. He looks (almost) like a genuine Londoner! The whole act is mostly a distraction from his primary role, acting as a middle-man for Hancock, typically taking care of the riff-raff with big ideas that might cause trouble for Goodneighbor. Charlie hires gunmen to trim the hedge before it gets out of control.
↑The Sole Survivor: "I want to hear the details first." Whitechapel Charlie: "I got a certain anonymous client who's payin' top dollar for a cleanup job. Three locations. Everyone inside. No witnesses. Only catch? It's all in town, in the old warehouses, so I can't use my regulars. Too noticeable. That's where you come in. The job's 200 caps. Payment after it's done. And don't worry... I'll know when it is." The Sole Survivor: "I don't do work unless I know who's paying the bills." Whitechapel Charlie: "Well, looks like the man himself will be helpin' ya. So you want this job or what?" (Whitechapel Charlie's dialogue)
