A Mister Handy robot tending the bar at The Third Rail, Charlie has been programmed to use a Cockney dictionary and mannerisms when speaking. The little Union Jack on the hull and the bowler hat complete the ensemble. He looks (almost) like a genuine Londoner! The whole act is mostly a distraction from his primary role, acting as a middle-man for Hancock, typically taking care of the riff-raff with big ideas that might cause trouble for Goodneighbor. Charlie hires gunmen to trim the hedge before it gets out of control.[1]
