Text of the quote.

Whachutu is the name of a primitive tribe of Peoria in 2197.

Background[]

This tribe was born from the survivors of the Great War. With their new found isolation came increased hardship and with their increasingly distrustfulness of other survivors they began to only marry each other. Since then these people have degraded intellectually and socially, creating superstitions and myths about themselves and their world.
