The first rank of Wasteland Whisperer allows the Sole Survivor to pacify any wasteland creature below their level by aiming their weapon at the creature. Once it is pacified, the second rank allows them to order the creature to attack, and the third rank allows them to give the creature specific commands beyond attacking.
