Vance is the mysterious leader and guide of The Family in 2277.

Background[]

Born in 2236, Vance has led The Family for many years. When he was younger, he decided that life in Rivet City was not for him and began to wander the Wasteland. His decision was motivated, in part, by the realization that he can drink human blood to boost his body's regenerative properties.[1] Subsisting on blood packs he found in hospital ruins,[2] he developed the ability to find others of his kind.[1]

Over time, he gathered these outcasts and founded their home in Meresti. The settlements from which these outcasts came regarded them with closed minds and as abhorrent monsters in need of reform, but Vance regards reform as implying something was wrong to begin with.[3][4] The people Vance adopts are people after himself: Outcasts with cannibalistic urges from all over the wasteland, united as The Family in the Meresti metro station. He is trying to teach his charges to drink blood (as if they were vampires) instead of consuming human flesh, to teach them to tame their abilities, rather than repress them like in outside societies. In his words, he eliminated "their fears, their inhibitions and their shame," but most importantly, he gave them a family and a sense of belonging.[5][6] Beneath the sands of the wasteland, they are safe from their extermination sought after from greater civilization.[7]

He is cordial and brave, willing to go to great lengths to save prospective Family members. In fact, he is one of the few wastelanders to survive an encounter with an Enclave patrol in the wasteland, just to save Justin from them.[1][8] Vance sees himself as a leader, in the sense of a shepherd or priest rather than a king; he has never demanded anyone do anything against their will, he never wishes to put anyone in harm's way and he addresses the residents of Meresti often so they will never stray from their true nature – that of the vampire.[1] Should any one of his flock decide to leave, Vance is disappointed but retains that he shall only guide those that wish to be guided.[9]

Vance is well aware that what he teaches are stories and not facts. He believes this gives them a sense of belonging and purpose in a world that doesn't understand their unusual trait. Although the Family may truly believe they are like the vampires in traditional works of fiction, Vance knows that they retain no abilities or "powers" that distinguish them from any other cannibal in the Capital Wasteland.[10]

  • After completing Blood Ties and getting Evan King to accept Vance's deal on behalf of the people of Arefu, Vance can teach the player the Hematophage perk which causes blood packs to yield 20 HP each rather than the normal 1 HP. • Vance is the owner of the unique Vampire's Edge, locked in a sword cabinet in his room. The key to the cabinet is on Vance's person.
  • Turning Arefu hostile turns the Family hostile as well.
  • Vance is the only NPC owner of the Shishkebab by default.
  • The player can overhear a conversation between Vance and Holly where Vance expresses his doubts and concerns over his ability to control and lead the family.

Notable quotes[]

  • "What you see before you is the last bastion of hope for the downtrodden and misunderstood. It is a sanctuary for the oppressed and a beacon of faith for the tyrannized. We are the remnants of society, cast aside like the clean-picked bones of a hunter's feast. I led my flock beneath the sun-baked sands of the Wasteland to keep them safe and teach them my ways. Men of science would call us cannibals, eaters of human flesh. Society labels us as monsters, demons and the unclean."
  • "Monsters! Villains! Criminals! Animals! Every one of us has been branded with these insults at some point in our lives. But why? Are we THAT different from those who hunt for meat to survive or from those who kill for territory? Of course not. I submit to you that we are the victims of evolution; the next step in mankind's acclimation to this hellish existence. The adaptation we were given wasn't meant to be ignored or persecuted. It's our way of survival. We can not allow the humans to hunt us down and kill us like dogs! We must show them we are a force to be reckoned with! Well rest easy now, my brothers and sisters. It's time to stop all of the running, all of the hiding and all of the denying. We will organize, we will prepare, we will teach you to cope with your differences and we will keep you alive. We are the Family and together we will stand united!"

Vance is 41, and the leader of the Family. When he was younger, he decided that life in Rivet City wasn't for him and began to wander the Wasteland. Soon, the ability to find others of his kind manifested itself. Over time, he gathered these outcasts and founded their home in Meresti. Using his traits as a basis and wanting to establish some sort of society, he molded the residents into "vampires" and taught them their bloodsucking ways.He is a fair leader, not tyrannical. He's never demanded anyone do anything they didn't wish to do, and he never wishes to put anyone in harm's way. He sees himself as a leader, but more in the way of a guide or a priest than a king. He addresses the residents of Meresti often so they will never "stray from their true nature"—that of the vampire. Vance is not violent and only attacks or orders attacks when survival demands it."

  2. The Lone Wanderer: "I believe that blood preserved in bloodpacks could provide what you need."
Vance: "Many years ago, I survived by drinking from fresh bloodpacks I recovered from hospital ruins. The problem was that these bloodpacks were scarce. What do you propose?"
    (Vance's dialogue (Fallout 3))
  3. The Lone Wanderer: "If I accept that you're no longer cannibals, what do I call you?"
Vance: "Your open mindedness is very rare for a human. I find that fascinating. Allow me to bolster your insight with a lesson in objectivity. I say we are no longer cannibal, only consuming the blood of our prey. What would that make us in your eyes?"
    (Vance's dialogue (Fallout 3))
  4. The Lone Wanderer: "Your ways? So you're reforming these people?"
Vance: "Ah! Your words illustrate why the hardships persist for my people. Reforming implies something is wrong with them and needs to be eliminated. I think of my teachings as more of an improvement, a way to transcend our cannibalistic nature."
    (Vance's dialogue (Fallout 3))
  5. The Lone Wanderer: "What you're doing here is brainwashing them, plain and simple."
Vance: "Yes. In a way, I am brainwashing them. I am eliminating their fears, their inhibitions and their shame. I have reined in their cravings and taught them to eat not of the flesh, but to drink of the blood. Most importantly, they have a Family. A place where their quirks are tolerated and understood."
    (Vance's dialogue (Fallout 3))
  6. The Lone Wanderer: "You're vampires. Or at least you follow their fictional traditions."
Vance: "Do you think I believe I can turn into a bat and fly away? Of course not. Do I cast my image in a mirror? Absolutely. Now ask me if I believe these individuals from every corner of the Wasteland need me to give them a sense of purpose and identity. I have shown these people the ways of the vampire. I've provided them shelter, organization and a sense of belonging."
    (Vance's dialogue (Fallout 3))
  7. The Lone Wanderer: "Now that I have a better understanding of the Family, may I speak to Ian?"
Vance: "I had always assumed if a human happened upon our home, it would be for the purpose of our extermination. It appears my fears were ill-placed. It is a pleasant surprise to meet someone as amenable as yourself. Very well. I will allow you to speak to Ian. Perhaps you can help him come to grips with his greatest enemy. Himself."
    (Vance's dialogue (Fallout 3))
  8. Fallout 3 Official Game Guide Game of the Year Edition p.79: "Justin
Justin is 20 and has been with the Family since he was 14. He is a great admirer of Vance, who saved him from an Enclave patrol of the Wasteland. Justin is a firm believer in the vampire stories that Vance tells and preaches them to his fellow Family members. He is eager, headstrong, and very friendly to those he doesn't perceive as a threat. Justin feels a close affinity with Ian West, who was recently brought into the Family. The affinity almost borders on love, and he is often found sitting and speaking to the disillusioned Ian."
(Fallout 3 Official Game Guide Game of the Year Edition Wasteland Census)
  9. The Lone Wanderer: "Ian's decided to leave the Family."
Vance: "It saddens me to lose one of my flock, but I believe everyone has to follow their own path. All I was attempting to do was guide him. Now it seems that responsibility has fallen upon you. I hope you will be more successful. Please, I want you to take this. Consider it as an apology to you for all the hardships you had to endure finding this place. Goodbye, human. Our time together has been rather... educational."
    (Vance's dialogue (Fallout 3))
  10. Fallout 3 Official Game Guide Game of the Year Edition p.43: "The Family
The Family is a group of cannibals who have banded together thanks to the efforts of Vance, their leader. Living under the ruins of Meresti Trainyard, the group keeps out of public view, staying away from larger towns and settlements and only surfacing to feed. Realizing that the cannibal is both feared and hated even in the lawless Wasteland, Vance has decided to teach his people the way of the vampire as he interprets it from classic literature. He's convinced most of the Family that they are indeed true vampires, teaching them to drink the blood of their prey and not to feed upon the their flesh. Vance believes this gives them a sense of belonging and purpose in a world that doesn't understand their unusual trait. Although the Family may truly believe they are like the vampires in traditional works of fiction, they retain no abilities or "powers" that distinguish them from any other cannibal in the Capital Wasteland."
