Camped out in a nondescript warehouse in the run down quarter of Hub, there is more to Vance than it would seem. He is one of the city's biggest drug dealers, with a large stockpile that includes even the more rare utility drugs, such as Rad-X and RadAway.

The player has to obtain a recommendation from either Jake or Lemmy to talk to Vance without making him go hostile. A good Charisma or Speech works as well.
Vance can be traded with even if he is unwilling to do so in dialogue. Hitting the Barter button on the sidebar works, though the player will still have to get out of the warehouse to avoid combat.
