The U.S. Declaration of War on China is a miscellaneous item that was cut from the final version of Fallout 3.
Background[]
The U.S. Declaration of War on China is an American Declaration of War, unanimously passed by members of the Congress and signed by the acting President of the United States in 2066. This officially marked off the start of the Sino-American War and is the last known bill to be authored and passed by the United States government of note.
After the Great War, the document was lost but was recovered some two centuries later by Abraham Washington and stored in the Capitol Preservation Society.[1]
Behind the scenes[]
During development of Fallout 3, the player originally was going to able to obtain the Declaration of War from the National Archives during Stealing Independence, along with other historical documents, and sell them to Abraham Washington.

The U.S. Declaration of War on China appears only in Fallout 3.
