Thomas Moore is an anti-slavery activist and a Vault City citizen, campaigning for democracy and equality in Vault City in Fallout 2.

Background[]

Moore is a man of contrasts. His well kept, well maintained clothes contrast with his scruffy beard and unkempt hair. His citizen status contrasts with his professed beliefs, which he preaches in the plaza in front of Vault 8 to anyone who passes by. He advocates the implementation of democracy, abolishing the aristocratic system of governance, and most importantly, elimination of slavery within the city. He originally came to the city in 2239 and passes the arduous citizenship test, becoming a fully fledged citizen. Though ostensibly loyal and supportive of the city's policies, just a year later he began preaching his views. As such, many citizens, including First Citizen Joanne Lynette, consider him a Citizen in name only.[1]

The reason for this seemingly drastic change is simple: Moore is actually an NCR intelligence operative, closely cooperating with John Bishop. He provides him with vital information downloaded from VC computers and samples of their technology. While aware of Bishop's shortcomings, Moore is nonetheless cooperating with him in order to coerce Vault City to share its technology for the betterment of the wasteland as a whole.

  • If the player is a slaver, they need to have 9 Charisma or 96% Speech in order to convince him to entrust them with the case.

Other interactions[]

  • After the player learns that Moore is an NCR operative, they can snitch on him to Lynette. This earns them 500 experience points and no karma loss. Bishop doesn't care. If the player is not a citizen, they can only reveal Moore's involvement when giving Lynette Bishop's holodisk. Mentioning brahmin maulings will also cause Lynette to revoke the player character's citizenship.
  • If the player offers to assassinate Moore, Lynette will reject the proposal. Offering to kill him again will result in exile and revocation of citizen status.
