The quest starts automatically after entering the Divide area and starting the DLC. To progress, the player has to navigate the Hopeville silo.
The first step is finding ED-E in the utility room to the right of the bunker entrance area and enlisting its aid. Doing so will allow the player to listen to the first log describing ED-E's origin story, start the RALPHIE challenge, and unlock the first commissary.
ED-E will activate the power console in the main room and allow access to the rest of the silo. The goal rests two levels up, past the mainframe room. Opening the door leading to the entry area and to Hopeville requires the player to acquire the military codes from General Martin Retslaf's desk on the opposite end of the level.
After fighting through the entrance (the turrets can be turned friendly by using Repair 50 on the damaged terminal near the missile), Ulysses will contact the player and explain the task that lays ahead. Depending on the highest reputation the player has, Ulysses will treat them as an independent, a House supporter (looks for The Strip reputation), an NCR patriot, or a Legion agent. The conversation features numerous skill checks allowing the player to investigate Ulysses' words and pry more information on the Divide.
At the end, Ulysses will direct the Courier to find him in the Divide, using ED-E as help.
