I didn't know a better place to put this. When you've maxed out your skills, if you use a skill book w/ Comprehension at 99, it'll say 99, but act like 101. For example, let's say you have 99 Small Guns, and then you use a Guns n Bullets with Comprehension. It'll say 100, but if you equip Metal Armor it'll only drop to 99. Same thing if you use it during Vodka addiction. And for the related skills, radiation poisoning. The thing is, if you use all these negative effects at once, then make up the difference with skill books, one can remove the negative effects of addiction/outfits/radiation (although the other effects remain).
