- Specifically? No. Skill Magazines will randomly appear in shop inventories of merchants every few days. And they may spawn more copies in random mailboxes after 72 hours. Great Mara 19:21, June 17, 2011 (UTC)

Technically yes, If you have a good enough reputation with the followers, Julie Farkas sells magazines to you, and I believe if you buy some, then close dialogue then open her shop again they re-stock, if not you can always wait 3 days for a restock, other vendors sell magazines too that have a 3 day restock, such as the New Vegas Medical Clinic.
