Nanto Seiken?[]
Could the icon be a reference to Nanto Seiken martial art in the post apocalyptic manga Hokuto no Ken? It's masters can punch through people just like in the icon.
does it affect melee throwing weapons aswell?

- Nope, perks with have always been capped as they are in the games. Just take a look at Fallout: New Vegas perks and see how many there are. --Kastera (talk) 23:42, 26 August 2013 (UTC)
