Steve Reynolds was an employee at REPCONN headquarters before the bombs fell.
Background[]
Reynolds was the Launch Facility Project Manager, almost universally reviled by his employees for cutting corners, forcing them to do overtime and hiring undertrained personnel. His actions were a direct result of the REPCONN Disaster, but he avoided responsibility for his action, using his friend, Senior Engineer Martin Neimeyer, as a scapegoat.
