As comm officer, it's Stepinac's job to ensure that lines of communication remain open with the rest of the military in the region, a daunting task given the remoteness of the station and the natural features affecting the quality of the radio signal. Coupled with the recent interference with logistics, Stepinac has his hands full, although he doesn't mind the extra medical supplies sent to the station by accident.
With a mixed NCR reputation, the player can actually obtain some medical supplies from him.

Return to Sender: Stepinac is the comm officer responsible for maintaining the station's radio.
Andy and Charlie: He dies in the Legion attack on the station which occurs after accepting this quest or starting Render Unto Caesar. However, the developers forgot to move him to the destroyed cell that replaces the regular one once the attack happens.

Stepinac will comment on the outcome of Come Fly With Me, whether the rockets launch successfully or explode.
