Citizen Sergeant Stark^[1] is the highest ranking military officer in Vault City, responsible for its defense and security operations, in Fallout 2.

Sergeant Stark is a large, muscular man wearing the trademark metal armor of the Vault City inner guard. He has a habit of monitoring people very carefully, particularly outsiders.^[1] As the head of security operations, he oversees the defenses of the City against raiders, handles enforcement of the law within (typically against unruly Citizens, Servants, or Outsiders selling alcohol without a license), and implements long term strategies to protect the City he serves.

His permanent station is at the Corrections Center, where he receives visitors and works with his staff. Due to his long service to the Vault City, he is well liked and respected by his fellow guardsmen. His loyalty is unquestioned, as is his dedication to the city.

This character starts quests.

Scout the eight sectors around Gecko and return to Stark.: In order to ascertain the tactical situation in Gecko, Stark requests the player to perform a recon around the settlement.
Enter NCR and return to Stark.: Sergeant Stark asks the player to plot a route to Shady Sands and return.

If the Chosen One has bought false citizenship papers, Stark will recognize them as stolen and expel the player from the City forever.^[2]
As Captain of the Guard, the player can order Stark to apologize to John Cassidy for the raid, pay him restitution, and wipe his record, worth 500 experience points and $ 500.
