Soto was a former soldier of the United States of America, who split away from Captain Roger Maxson's group during the Exodus.

Background

Together with Sergeant Dennis Allen, Jensen, and Camarillo, the group ventured to the Glow in order to recover advanced technologies contained within. Unfortunately, they fell prey to security robots and high levels of radiation that were present at the facility following the detonation.

Soto is mentioned only in Fallout, and his body is likely one of the power armored corpses found in the Glow.
