Before boarding the train to Adams Air Force Base, go up the opposite staircase toward the Capitol and you will find it next to a skeleton on a bench. It will start the unmarked quest The Sorrowful Suitor for receiving the all-nighter nightwear.

• In some cases, listening to the holodisk can cause the game to crash, which makes it impossible to complete the unmarked quest. If you don't listen to the holodisk, Lag-Bolt won't appear at the hotel, meaning it's almost impossible to obtain the all-nighter nightwear.
