The small scorched book is a miscellaneous item in Fallout 3 and Fallout: New Vegas.

Scorched by the atomic fires of the Great War, small scorched books are one the most common junk items found throughout the game. It is useful only as Rock-It Launcher ammunition in Fallout 3. In Fallout: New Vegas, however, it can be used (via the book chute in the Old World Blues add-on) to make blank books which can be used in Skill book recipes to make skill books. With Voracious Reader, they can be used to create skill magazines as well.

Small scorched books can be found predominately in libraries and houses. In Fallout 3, this includes, but is not limited to, Arlington Library, Megaton, Tenpenny Tower, Rivet City, Andale, vaults, Metro tunnels, Calvert Mansion and Blackhall Manor.
In Fallout: New Vegas, this includes, but is not limited to, Goodsprings, Primm, Novac, Nipton, Jacobstown, vaults, Black Mountain, Nellis Air Force Base, Old Mormon Fort, NCR Correctional Facility, New California Republic miltary camps, the Sierra Madre villa and casino, Big MT and the Divide.
