Background
Skeeter is a grubby but intelligent-looking ghoul, wearing greasy overalls with a micrometer sticking out of his pocket. He has considerable mechanical talents and even knows a thing or two about electronics, though other ghouls give him a wide berth when it comes to actually fixing things. Skeeter is known for being rather... Creative with any technology he finds.
As such, he is routinely denied requisition forms to withdraw items from the supply cabinet at the reactor, especially since that one incident where he started a fire inside. However, he harbors no ill will towards his fellow ghouls.
Skeeter works together with Lumpy John, expelled from Vault City for his resistance to radiation, an unacceptable mutation in the eyes of the bigoted inhabitants.
