Signal Papa November is a radio transmission being broadcasted from Broadcast tower PN in the Capital Wasteland.
Activating the broadcast[]
The broadcast antennae can be easily found if you start at Smith Casey's garage and go north-northeast up the hill to the military checkpoint and tent with a sentry bot and follow the road leading to a fenced area which contains the broadcast tower. The electrical switch is found on the transformer beside.
Drainage chamber[]
This is one of nine broadcasting drainage chambers. Within the drainage chamber are several food items, a pre-War book, medical brace, motorcycle gas tank, motorcycle handbrake, two lawn mower blades, purified water, a copy of Pugilism Illustrated, and the usual ham radio.

The Morse code translation of the broadcast is:
