”Defender Sibley is a member of the Brotherhood Outcasts located at the Outcast outpost in Bailey's Crossroads in the year 2277.
Background[]
A rather morose and suspicious man, Sibley is concerned only with furthering Outcast technological findings. He seeks to share this wealth only with those in the service of the Brotherhood Outcasts. Sibley instantly views anyone entering the Outcasts’ domain as a threat, and he doesn't trust McGraw's motives. He thinks the Protector is weak-willed and gives in too easily to those who might steal Outcast bounty.[1]
In fact, he is the one in charge of the mutiny following the completion of the simulation. The source of the mutiny involves Sibley believing the "local" doesn't deserve the technology the Outcasts worked so hard to get.

Effects of player actions[]
- Once the player completes the Anchorage Reclamation simulation and opens the locked door to the armory, Sibley will mutiny against Protector McGraw and attack, assuming that the player does not deserve any of the tech within.
Other interactions[]
- If the player enters the Outcast Outpost wearing Outcast power armor, Sibley will assume that the player is an Outcast and take them to McGraw under that assumption.
- With Black Widow, the player can choose a special dialogue option.

- His S.P.E.C.I.A.L. stats are set like those of a scribe, suggesting he was to be one in early phases of the game.
- Outcast members Sibley, Olin, McGraw and Morrill, all of whom appear in the Operation: Anchorage add-on for Fallout 3, appear to be named after buildings on the campus of Cornell University, including Sibley Hall, Olin Hall, Olin Library, McGraw Hall, McGraw Tower and Morrill Hall.
