After witnessing the argument at the Prospector Saloon, the player has to talk to Joe Cobb outside, by the road leading out of Goodsprings. Ghost Town Gunfight cannot be active.
Cobb will ask the player to kill Ringo (who will be brought back to life if the player already did it), then get supplies to help the Gangers take the town over.
Doc Mitchell will share medical supplies if the player lies about a hurt traveler down the highway with Medicine 25.
Afterwards, all that's left is defeating the Goodsprings militia that puts up a resistance. Cobb can die during the attack, at which point the quest ends successfully with the usual experience reward, but no further bonus.
