Roy Gottlieb was a former resident of Vault 11 and was the head of the Justice Bloc and the Chairman of the Coalition of Vault 11 Voting Blocs.

Background[]

He led the Justice Bloc and many Vault residents in bloody civil war over Overseer order 745, which threatened the Justice Bloc's hold over the Vault. He is presumed to have died during these riots, as although he is heard on the Justice Bloc HQ security recording, he is not heard on the Vault 11 entrance log.
