Robert "Border" Briggs is one of the NCR personnel aboard Ballistic Orbital Missile Base 001 in 2253.
Background
Briggs was the man responsible for gassing Rico at Bloomfield Space Center.[1] Briggs and the 5th Engineering Company also blew up Burham Springs to decisively deal with the powerful powder gangs, almost killing Sparky in the process.[2]
