Technology[]
Regulators wear unique dusters. They are usually equipped with combat shotguns, chinese assault rifles, and combat knives, though they occasionally also use Laser pistols and Laser rifles. They deal roughly the same amount of damage as Talon Company Mercs, though their lack of armor makes them easier to kill. If you have Evil or Very Evil Karma, three-man Regulator patrols will occasionally ambush and attack you.

- Sonora Cruz, the leader of the Capital Wasteland Regulators.
- Lucas Simms, the sheriff of Megaton, is a Regulator.[1]
Notes[]
- There is a creature spawn point near the HQ. If you find Sonora fleeing, it is because there is a dangerous creature nearby.
- If you have the Lawbringer perk, a dead Regulator will be found outside of the entrance to Arlington/Wasteland Metro in Arlington Cemetery North. He will have a bounty note for Junders Plunkett.
- Regulators will target you if your Karma ever goes to "evil". You will also be likely to encounter hostile Regulators as a "good" character, if your karma has previously dipped into evil territory. This can result in squads of Regulators appearing alongside squads of Talon Company Mercs seeking to fight you.
- Regulators carry bounty notices against you, regardless of whether your karma is good or evil.
- According to the Fallout 3 Official Game Guide, super mutants also drop fingers. This was scrapped from the final game, although there is a similar Blood Brotherhood quest.
- The Regulator hit squads can be enslaved for the unmarked quest Strictly Profitable.
- Regulators are considered the alternative to Talon Company in terms of actions. Just as with the Talon Company, you can trade human appendages for profit, and can be targeted for elimination if you are on the opposite side of karma.
- Almost every Regulator has a very light/fair facial skin color, even though they have another skin color entirely on the rest of the body due to a missing line in the FALLOUT.ini.
- They are unrelated to the Regulators of Adytum.
Locations[]
If you have bad karma, the Regulators will come for you. They will usually spawn nearby your location. Below is a list of locations where Regulators are known to ambush fast traveling players. Regulators will not respawn after they have spawned in one of these locations; their bodies will lie there indefinitely.
- Sewer waystation, almost directly east of Megaton.
- Anacostia Crossing station, right north of Rivet City.
- Flooded metro, directly west of Arlington Library.
- Flooded metro, south of Wilhelm's Wharf.
- Meresti trainyard, almost directly east of Arefu.
- Northwest Seneca station, north of Arefu.
- Jury Street metro station, almost directly west of Vault 101.
- Warrington Station, a bit southeast of Tenpenny Tower.
- MDPL-21 power station, directly north of Paradise Falls.
- Farragut West metro station, a bit northeast of Super-Duper Mart.
- Unmarked shack on hilltop, slightly west of Rockbreaker's Last Gas. (Sniper Shack)
- Unmarked rundown shack, slightly northwest of F.Scott Key Trail & Campground.
- VAPL-84 power station, north of Tenpenny Tower.
Behind the scenes[]
- The regulators of Fallout 3 are a separate entity from that of the Boneyard Regulators met in the first Fallout.
- Regulator is the actual term for an official who maintains control and supervision of an area of public interest.[2] As a result, many armed groups, both vigilante and official, have been named "Regulators" throughout American history. One of the most notable groups in American history were the Regulators of the Carolinas around the time of the American Revolution.
Bugs[]
- If you have access to the Regulator HQ and murder all of its regulator inhabitants, Sonora Cruz will remain friendly and act as if nothing has happened.
- Sometimes, regulator patrols will go through their dialogue as if they are hostile, but will not turn hostile afterward.
- The regulators sent out after the player may have skin problems, where the skin colors of their heads differ from those of their bodies.
