The RFID device is a quest item in Fallout 4.

Created by the DIA, the radio frequency identification tag is identical in appearance to access cards that were dime a dozen before the Great War. However, it serves a special purpose: The circuit and antenna hidden inside the keycard contain clearance codes that allow the owner to access secret DIA caches. The keycard contains no power of any sort and will only transmit its contents once near an electromagnetic field generated by the cache's sensor.
