• This recipe can be learned during the quest Miner Miracles along with all other excavator power armor piece's plans. They are downloaded during the quest from a terminal in the R&D area of Garrahan Mining Headquarters on the bottom floor of the building. The plans for the power armor crafting station is also awarded at completion of the quest. Note that the quest cannot be finished until your character is level 25 but can be started.
