The chipper head trader of Covenant, Penny too cheerful and gossipy for her own good. Her loose lips are a point of concern for Jacob Orden, the mayor, as are her derogatory remarks about other citizens of Covenant or locations in the Commonwealth. However, despite her gossiping and mentions of synths or the Institute, she remains in her role due to her mastery of mercantile affairs and effectiveness in forging lasting trade relationships. In other words, Covenant is stuck with her, even if Orden's concerned that she cares more about her shop than the mission.
