Penelope Chase (—2250/1) was the leader of Paradise Falls until her death.

Background[]

Penelope Chase, also known as the "Black Widow," was the leader of the slavers of Paradise Falls, followed by Harmon Jurley. She tricked Herbert Dashwood into taking her to Rockopolis in order to enslave the populace. Upon discovering her true identity, Argyle, Herbert's "Man-servant," ripped out her heart with his "Eagle Claw" attack. Rockopolis was razed in the aftermath of this event, and its remaining populace was sold to The Pitt, in which Argyle was killed trying to escape.
