Refugee camp? Is that what they're calling it? Good old NCR, they can whitewash anything. Let me tell you something, that refugee camp? It's built on the blood and tears of my people. Nobody likes to talk about it, but I remember.

Oscar Velasco is a Khan who is acting as a vigilante for the Great Khans by plaguing the NCR Bitter Springs refugee camp.

Background[]

Velasco used to live in Bitter Springs with the rest of the Khan tribe, leading a normal life, at least as far as raiders can have. However, when the Bitter Springs massacre took place in 2278, he lost everything, his family gunned down by NCR 1st Recon sharpshooters stationed on Coyote Tail ridge.[1]

Though the NCR tried to make amends, Velasco never forgave. He took to the hills and started a single-man guerrilla campaign against the NCR forces stationed at Bitter Springs, ostensibly to remind the Republic of the atrocity its soldiers committed.[2]

For three years he pursued his goal, intensifying his efforts in the past six months, as the NCR set up a refugee camp at Bitter Springs. He pursues his goal with a single-minded conviction that blinds him to the fact that he is, in fact, shooting unarmed refugees and NCR personnel trying to help them.[3] By the time the Courier enters Bitter Springs, his six month campaign has cost the lives of eight refugees and three NCR soldiers.[4]

Quests[]

  • Climb Ev'ry Mountain: Cpt Gilles asks the player to find the sniper attacking the camp at night. Oscar is found inside on of the Great Khan supply caves. The player can kill Oscar or convince him (with a speech check of 50) to abandon his campaign of vengeance. The player than has the option to either advise him to join the Khans at Red Rock Canyon or try and exact his revenge on the men responsible: Camp McCarran.

Effects of the player's actions[]

  • If Oscar is directed to Red Rock Canyon, he will move and settle there. If he is sent to attack McCarran, he is gunned down by the soldiers there.
  • Oscar will be hostile if Craig Boone is in the player's party, due to Boone's association with the 1st Reconnaissance Battalion. Even if he is convinced to abandon his quest and moves to Red Rock Canyon, he will still attack if Boone is present. Afterwards, Boone will comment "Great Khan looks like. Guess he fought at Bitter springs. Or saw it happen".

Notes[]

  • If Oscar is killed stealthily or by a companion, no infamy is gained with the Great Khans.
  • Karma is only lost if Oscar is sent to attack McCarran or killed before other options were exhausted.
  • Oscar is affected by the Sneering Imperialist perk.

    Gilles: "It started about six months ago. At first it was just supplies going missing - we figured it was refugees. Then people started dying. Always a single bullet to the head, always from extreme range. We've lost eight refugees and three soldiers to this son of a bitch. We know he must be hiding out in one of the caves up in the mountains, but I don't have enough men to send out looking for him!"
