Natalia is geared towards a stealthy play style, complementing the combat and diplomatic characters. Her intended method of dealing with the Master is sneaking into the warhead storage beneath the Cathedral and activating the bomb.
Fallout 2 defines the Dweller as canonically male, so Natalia is out of the question.
