The single functional achievement of Dr 0's attempt to reverse-engineer RobCo Industries' Securitron's, Muggy is a tiny janitor bot designed for collecting dishes.[1] He originally intended for Muggy to be a joke, but it turned out to be his crowning achievement.
Muggy's sole function is to clean, especially dishes. The chipper coffee cup on its monitor is the primary indication of its function... That and the obsessive, incredibly erratic personality which is designed to obsess over dirty dishes. Perhaps once intended as a joke, years of deterioration combined with the Think Tank's transition into fully robotic bodies fundamentally broke Muggy's programming. While functional in its duties, Muggy is simultaneously obsessed with dishes and aware of its obsession, leading to the artificial personality displaying characteristics of what would be called bipolar and obsessive-compulsive disorders in humans.

Although robots are genderless, Muggy has been localized in some versions as male, with its English ending slides also using male pronouns.
↑Chris Avellone's blog : 0 had his moments - if his greatest creation is a tiny janitor bot that can only collect dishes, that feels in-character to me. Especially considering how far he missed his original target by (figure out what makes Securitrons tick and make them better - whoops!). This clearly shows that none of the Big MT Securitrons were ever functioning properly
