Morpheus is the leader of the Children of the Cathedral in Fallout.
Background[]
The supreme leader of the Children is a man with a storied history. Once a member of the Rippers, he abandoned it only to become the leader of a doomsday cult. These qualities attracted the attention of the Master, whose spies approached Morpheus in 2151 and recruited him to form the Children of the Cathedral, a benevolent cult that would spread the message of the Unity and its influence throughout the wasteland.[1]
Why was he chosen? Morpheus has all the traits of a leader. He is intelligent, cunning, and flexible. However, what sets him apart from the likes of Justin Greene and Aradesh is that he's evil. Evil, even by the morally relative standards of the wasteland. Though he has the appearance of an old time preacher, it wasn't faith that drove Morpheus into the arms of the Unity, but the promise of power. Under his lead, he established the dogma of the Children and installed himself as the prophet of the Dark God.[1]
The rank and file members of the cult are not aware of Morpheus true nature. To them, he is a visionary and a charismatic leader, inspiring them with his powerful oratory skills. They are not aware that he spends his free time revelling in the riches brought in by the cult or planning terrible retribution against his foes.[1]

- Destroy the Mutant leader.: Morpheus has to be killed to obtain the black CoC badge necessary to access the basement of the Cathedral. Alternatively, the player can talk to him and confess that they are from Vault 13, which will result in them being brought before the Master.
