Morales is a Californian politician serving as a senator in the Hall of Congress of the New California Republic in 2281.
Background[]
Senator Morales draws his influence from his political base: The Brahmin barons. In order to secure his reelection in 2281, he plans to use the anti-mutant sentiment among the barons to win their vote. In order to do so, he wants to demonstrate a strong stance against the mutant presence by driving away Jacobstown mutants. However, appearances have to be maintained and so he hired a team of mercenaries to provoke the mutants into attacking through harassment, so that the hired guns can then "retaliate in self-defense." It isn't a first, either, as the mercenaries used the same methods to drive away Oak Creek residents (likely for the same client).[1]
