Mining explosives is a quest item in the Fallout: New Vegas add-on Honest Hearts.

Mining explosives are unequipable and can only be placed in pre-designated locations within the yao guai cave and are later detonated through the use of the mining detonator.

Along with the detonator, three mining explosives are given to you by Daniel during the quest River Monsters.
