”Protector McGraw is a member of the Brotherhood Outcasts and in charge of the Outcasts' outpost at Bailey's Crossroads in the year 2277.
Background[]
Interacting with outsiders with pleasant but direct conversation (instead of the usual contempt and condescension), McGraw is the head of operations in the Bailey’s Crossroads section of the D.C. Metro Ruins. He is in charge of defending and exploring a recently discovered pre-war compound belonging to Virtual Strategic Solutions. He deems the Outpost worth risking his life for, as well as those of the patrol he commands.[1]
He is considered to be much less effective than Protector Casdin in his work: after stumbling upon a Virtual Strategic Solutions, Inc. bunker, he found a vault that couldn't be opened, even with the use of explosives. After numerous failed attempts to open, the team realized they need a PIP-Boy 3000 to open it. After a failed attempt at torturing Gary 23 into opening the vault, McGraw asks the Lone Wanderer to complete the Anchorage Reclamation simulation so they can access the VSS armory in the headquarters.

- Aiding the Outcasts: As the Protector in charge of the reclamation efforts, McGraw requests that the player complete the simulation, as their PIP-Boy is the only compatible piece of hardware at their disposal.

- After the simulation's completion and if McGraw survived, there was a script that allowed him to trade with the player, but this was not implemented properly.

- Outcast members Sibley, Olin, McGraw, and Morrill, all of whom appear in the Operation: Anchorage add-on for Fallout 3, appear to be named after buildings on the campus of Cornell University, including Sibley Hall, Olin Hall, Olin Library, McGraw Hall, McGraw Tower and Morrill Hall.
