Things have been tough these last two years. The NCR has been getting more aggressive in their attempts to get Vault City to join the Republic.

Senior Council Member McClure is the spokesman of the Vault City Council in Fallout 2.

Background[]

An elderly Vault City official with hair graying around the edges, McClure is the most important person in Vault City, right after First Citizen Joanne Lynette. As the Council spokesman, he holds a great deal of influence and acts as moderator for Lynette's more aggressive, ideological moves. He and the First Citizen have clashed on the Council floor several times, though there is no enmity between them. McClure considers Lynette the pillar of Vault City society, while Lynette respects the Senior Councilman a great deal.[1][2][3]

McClure is primarily concerned with the survival and prosperity of Vault City. While he has some prejudices, he manages them easily and is quite sympathetic to the plight of others outside the city's walls, even the ghouls at Gecko. As a rational, level-headed leader of the people, he is looked up to as their representative. This occasionally leads to controversy, such as the time when he was petitioned by other Citizens to overturn some of Lynette's decrees. While the Council has the final say, the First Citizen authors most of the legislation, leading to a debacle about the division of power.
