Joel Burgess was the Fallout 3 lead level designer at Bethesda Game Studios. In particular, he was responsible for the Liberty Prime sequence,[1] the Drainage chamber sequence[1] and the design of Wasteland Points of Interest and Downtown DC.[1] He also wrote a number of in-game notes, letters, terminal entries, etc.[2]
