We run caravans all over the fricking place. Let me tell you: We've got gold ore going out to Vault City, we've got some going out to New Reno (ooo-la-la, if ya know what I mean), and we've even got some going to those prissy bastards in the NCR.

James Hoffy is Redding's caravan master in Fallout 2.

Background[]

The bushy-haired James is a veteran of the caravan trails, his stout, thick body having seen him through many encounters (though not without earning him a number of scars). His experience developed a cold, calculating business sense in him, contrasting with his easy going nature. By 2241, Hoffy is the man in charge of managing all the caravans that come to do business with Redding. His biggest clients are merchants from the great powers of the wasteland: New Reno, NCR, and Vault City. Hoffy dislikes all three, each for its own reasons: Reno for anarchy and drugs, NCR for being self-righteous, and Vault City for being Vault City.[1]

Regardless of his personal sympathies, he is a professional in every sense of the word, ensuring that the trade goes off without a hitch and merchants leave Redding satisfied, with a full cart load of gold ore and other products.
