Prior to the Great War, he was responsible for interviewing 87 applicants for the position of Overseer of Vault 114. As an active part of the Vault experiments, he completely rejected perfectly viable, intelligent and rational applicants like Benjamin Beasley and Kimberly Weese before finding favor in an anti-authority homeless man known only as Soup Can Harry. This was in alignment with the vault's experiment which involved the elite of Boston taking shelter in lower-class accommodations and facilities, in addition to having a less than experienced leader.[1]
