[Why is the Big Horn off limits to troopers?] The workers here don't much like the military. After too many fights and broken noses, the NCR doesn't allow troops to spend time here. That doesn't stop a few people like yourself, of course. Don't worry, I won't say a word.
Ike is the archetypal bartender, with his ear to the ground and hands on the beer glasses. His bar primarily caters to workers employed at the nearby concrete mixing yard (But rarely gets Troopers from Hoover Dam cause his Saloon is off limits to them)[1], though his business has taken a hit after deathclaws overran Quarry Junction and halted production. He remains in Boulder City, however, keeping his saloon going, it's only service since the NCR blew up the town to rout the Legion back in '77.
Wearing NCR faction armor will prompt a comment on how the troopers are prohibited by the brass from coming to the bar, due to brawls with yard workers. He will serve drinks as usual, however.[1][4]
"[What's the concrete used for?] The NCR has been constructing bunkers up and down the river. From what I've heard, it's a little late for that. Travelers over at the 188 - just up the road - said that the Legion has overrun a couple of towns to the south."
"A customer! Not many people come into Boulder City these days."
"Howdy, trooper. I thought the Big Horn was off limits to you guys, but who am I to complain? A customer is a customer."
"Surprising that the Khans are going to walk out of here after all that fuss."

I heard some badass wastelander killed the Deathclaws, and deliveries of limestone have been coming in again. I don't think they've gotten the trains up and running yet, but most of the concrete plant workers have come back to town now. Good for business." (Ike's dialogue)
