It is a component used in howitzers, specifically the one located at Fortification Hill during the Caesar's Legion quest, I Hear You Knocking.

- It is found in the gun cabinet in the workshop in Nellis Air Force Base. It can be stolen or the player can help the Boomers during Volare! and then ask about it, Pearl will direct the player to the workshop and the mechanism (as well as the container it is in) will not be considered owned.
