Harvey is an unfortunate wastelander appearing in Nuka-World.
Background[]
An unfortunate settler that tried to come to Nuka-World to find a place for him and his family, Harvey fell into a clever trap laid down by the raiders. Rather than find peace and stability, they were ushered into cages to be used as the raiders saw fit. Harvey escaped when he managed to pick the lock on his cage and flee. Unfortunately, the fact that a raider high on Jet came in when he tried to open the lock on his wife and daughter's cage prevented him from saving them. He escaped to the Commonwealth, to try and find help. Unfortunately, he didn't count on catching a bullet during the escape. It sounds like the perfect cover story, doesn't it? Of course it does. That's because Harvey is actually a plant of the Nuka-World raiders, forced to lure people to the Nuka-World park, where they are killed, enslaved, or tortured. He hates the job, but what can he do? Short of running away and dooming those he's close to?
