The Proconsul is best described as a bureaucrat, thriving in the environment Vault City provides. His narrow face and thick eyebrows yield him that grim look, one he flashes at every Outsider he meets.[1] Unfortunately, he has to meet them, as he is responsible for administering the citizenship test.[2] He firmly believes in the superiority of Citizens and believes the only persons to be granted citizenship should be exceptional individuals.[3]
Apart from administering the test as the First Citizen's assistant, he also handles the First Citizen's appointments and maintains updates to all the lists of the Vault City server. No small task, in his view.[2]
