The "Ghost Fleet" (name given by the DIA, no official name is known)[1] was a top secret Chinese naval unit, consisting of next-generation stealth Yangtze-class submarines developed in secret at Shaanxi. It allowed China to retain second strike capability, even in the face of overwhelming defeat.[1]
