In-game description, Fallout 2

Gain (Statistic) is a perk in Fallout 2, Fallout Tactics and Lionheart. Its equivalent in Fallout 3 and subsequent games is Intense Training.

Effects

The Gain perks are actually seven distinct perks for each of the SPECIAL statistics (Strength, Perception, Endurance, Charisma, Intelligence, Agility, Luck) and generally can only be taken once, as high as the base race allows.
