Although he appears to be a junkie or a drunkard to the casual observer, Fred is simply one of the many impoverished denizens of the town. He has trouble making ends meet, but has created a master plan that will, in theory, allow him to win big at Rebecca's tables. Problem is, his system requires money and he has very little. In fact, he borrowed money from Rebecca in the first place.

When confronted to give back what he owes, the player will be able to force him to pay up the full amount, leaving him broke without money for food or gambling, take just 100$ or $50 (by giving a loan to Fred). Regardless of the amount left to Fred, as long as the player leaves him any amount of money, they will receive $2000, a plasma grenade, 200 small energy cells, and 250 microfusion cells after six months pass. Turning down the reward gives +3 karma.
The best reward is given due to the variable not carrying over properly to the "new" Fred. The intention of the developers was to give the player different rewards basing on the amount of money left to Fred and how the player treated him. The rewards were tiered $500, $1000, and the best one listed above. This functionality was restored in unofficial patches.
