every one of my chars have 100 small guns skill, sniper falls under that skill, try upgrading it or maybe taking mentats, i always go into evergreen mills wearing wasteland settler outfit and one of those hoods those people at the oasis wear, also i use the sniper at long range when im far away from earshot, and a dart gun when im near, and for a worst case scenario i i carry a few frag grenades and a 10mm pistol, hope this helps.

The "sway" of scoped weapons like the Sniper Rifle and the Scoped .44 Magnum is controlled by your Small Guns skill level. At 100, scoped weapons will have no sway at all. You probably had 100 Small Guns on your Xbox 360 character but not on your PS3 character. Note that the Scoped Gauss Rifle, added by the Operation Anchorage add-on, uses your Energy Weapons skill level instead.
