I !THINK! that you might fight your way through the Ghouls and or Sentry Bots until you get to a terminal with Margot. (The Places AI) And there would be a speech challenge or science skill challenge to say your the president, or you might need to fight deeper, find a presidential ID and then be on your way.
This is just a hypothesis
